Welp.
I'm doing the same as you. I'm filtering what the media are saying about our bishops and sussing what they really mean.
I am also filtering what is being said about Trump and sussing what Trump really wants to accomplish.
I have some hope that Trump and the bishops are mostly on the same page, while the media want to present them as sharply at odds.

There actually is something akin to a "right to migrate." It is something like the "right to marry."
Every adult man has a natural right to marry.... but only to a woman who will consent to have him as her husband. It would be unjust for a government to forbid some class of men from marrying and providing for a family. But a guy can be so unfit that no woman would find him suitable. It would be unjust to force a woman to marry him.
Likewise, every person has a natural right to leave his homeland and emigrate to any nation who will allow him to dwell there. North Korea does not let their people leave... this is unjust. But some people are so uncivilized that no one wants them.... just as Egypt refuses to accept Palestinian refugees because they are too dangerous to admit. It would be unjust to force citizens who have built a peaceful society to accept unruly and uncivilized neighbors.

The easiest and wisest response will be to ignore anything that
National Catholic Reporter says and wait until reality is evident.
NCR does not care about migrants.... They only want to poison our hope in justice and the Trump Administration. This is certainly a toxic rumor, not likely to be anything more.
Not a single quote from a minor bureaucrat of the incoming Trump Admin. Not a single official quote from the Catholic hierarchy or a minor staffer. Just some NGO guys, hoping to get paid.
Wake us up when something real happens.
