My wife tried that. She was under the impression that since she ran out of chili power she could use red pepper flakes as a one for one replacement. Nope! That was one hot pot!

Red pepper flakes are an adequate substitute for cayenne powder.

Red pepper flake does not a substitute for a mixture of cumin, oregano, paprika, and ancho with garlic and onion powders.

Not at all, but there are those that add those spices to chili.
